    Hi East Bay birders:
    
    I also tried for this bird not knowing exactly where Frank's Dump West
    is located.  I ended up not walking far enough north to get to the
    pond or see the bird.  Here are the correct instructions kindly
    provided by Bob Power: Winton Ave west to the end. Take trail straight
    west to the bay. Take Bay Trail straight north about 1/3 of a mile to
    the huge depressed pond/wetland on the east side of the trail.
    
    I then went to the Hayward Shoreline Interpretive Center and was able
    to see one Black Tern from the viewing platform looking north.  I
    walked out the Bay Trail to the large pond with islands southeast of
    Johnson's Landing.  There were many phalaropes, the closest and first
    one I got in my binoculars was a beautiful breeding plumaged Red
    Phalarope!  Great ending to a short outing.
