I saw & photographed the male Harlequin Duck just off the shoreline from the Embassy Suites hotel parking lot on Anza Blvd in Burlingame this morning at 10:30 a.m. (north of Coyote Pt.) He was swimming w/ a small group of Surf Scoters about 15' from the bank. After about 10 minutes of observation he turned & flew out into the bay.
