I saw a female red phalarope about 6:15pm on Monday, just east of the bike
trail which runs north-south on the east side of the US Postal Facility
    in the Pt. Isabel area.

I was on the main north-south bike trail and saw it swimming in one of
the small channels about 30 feet east of the bike trail, about 0.2 miles
north of Central Avenue. This is just a stone's throw south/east of the
dog park (not far from the water fountains, port-o-johns, bridge over
    channel).

The water was quite high and I could see the bird with the naked eye
from my bicycle. I stopped and confirmed the id with my binocs.
