The Black Scoter first reported by Jeff Hoppes on Wednesday (3/19) was
still present at the western edge of Marina Bay in Richmond at 2:30 this
afternoon. Probably the best place to see it from Vincent Park is at the
northwest corner of the fishing pier at the western edge of the park.
Scanning the opposite (western) rocky shoreline of the bay in with my
scope, I was able to pick it out relatively easily as the bright orange
bill really stands out. No luck with the Red-throated Loon or Red-necked
Grebe, though. Also of interest were several Horned Grebes in various
stages of their pre-alternate molt. One or two were in full breeding
    plumage and were quite striking.
