A bird behaving in this manner is undoubtedly a recently released/escaped captive, and not part of a quasi-feral population.

Chukar seen at noon, 10/24/06, 1400 block of Stannage Ave (nearest cross 
street Page).  Chukar was on street, in shade of car or pecking at tires.
