[EBB Sightings] Frank's Dump update

This morning, in addition to the previously reported species (surfbird, red knot, both turnstones), a small flock of Wilson's phalaropes was at Frank's Dump at the Hayward Regional Shoreline. They were in the flooded area on the inner side of the levee, near one of the larger islands.
