[EBB Sightings] black skimmer north of Pt Isabel

I saw a black skimmer between Pt Isabel and Marina Bay about 11am on Sunday. 
The water level was low and it was skimming in a channel running parallel to 
the shore.  I was bicycling on the trail adjacent to the bay when the skimmer 
caught my eye.  Its flying pattern was so distinctive. I stopped and got a good 
look at it through the small binoculars I keep in my saddle bags.

I saw one on the same place about 2 weeks ago but it was the briefest glimpse. 
Today I watched it go back and forth for several minutes before I had to leave.

It was north of the dog walk area, perhaps a mile or so total from Central Ave.
