    Late this afternoon, from the corner where the access road to Mt. View
    Sanitary goes under the freeway, I spotted 3 Red-necked Phalaropes to the
    east.  They were about half-way across the existing water.  Other birds seen
    included:  Great and Snowy Egrets, Black-crowned Night-Herons, Killdeer,
    Black-necked Stilts, American Avocets, a handful of Western and Least
    Sandpipers, some Dowitchers (sp) and Great-tailed Grackles.
