Stephanie Benavidez, the City of Oakland Naturalist, confirmed that 10 of them are wild, paying a visit to Hank, the disabled resident. She said one to two have been around since early June, and now that I think about it, I did see two last week, but forgot to report them.

I saw them yesterday (checking the lake for tomorrow's GGAS
4th-Wednesday walk) in the bird paddock, and I'm inclined to agree. Many
of them looked like juvenile birds, with that dusting of gray along
their wings. Last year, three or four passing White Pelicans spent a few
days visiting with the local rescue bird around this time - perhaps
they're back, and brought the kiddies....
Haveta ask one of the regular workers, if I can find one.
