I observed similar birds and behavior (I can't
remember how well defined the funnel was, though) over
Berkeley a couple of times a number of years ago. The
first time I couldn't get an Id, the second it was
gulls (exact variety unknown).
Sounds, though, like maybe the pelicans are the better
bet.
