You photo appears to be a classic dark phased Rough-legged Hawk male. It =
is distinguished from "Harlan's" Red-tailed Hawk by the dark tail =
banding and wide terminal band, Harlan's would have a more evenly =
colored tail that graduates from light at the base to a darker gray =
nearer the tips - although some banding does occur on some individuals, =
the pattern would be different; the chest lacks any white streaking, =
even the darkest of Harlan's shows some light flecking; the markings in =
the flight feathers are only along the trailing secondary and primary =
feathers, Harlan's shows marking bands on all of the flight feathers =
including the leading primaries. The wings appear narrow in width which =
gives them a long appearance, Harlan's wings would be broader which =
would give them a much shorter look. A female Rough-legged would show =
some brown in the head and along the underwing coverts. The color of the =
body feathers would also be more of a charcoal gray-brown instead of the =
dark chocolate brown of this individual.=20
