    I just realized I could have provided more info.
    Basically the behavior was observed on and off over
    the course of 90 minutes in the southeast area of
    Shadow Cliffs, near the GBH, great egret, and
    cormorant rookery (which is still active, I witnessed
    several GBH feedings).
    
    Two of the three WTKs when observed would do the
    behavior where one hovers with claws outstretched,
    while the second would rise from below, flip over, and
    briefly lock talons with the other.  They would do
    several passes.  The third WTK would just flutter
    around minding his own business.  After several
    passes, they would usually break up and land on
    neighboring trees before resuming again and drifting
    off beyond viewing distance.
    
    Again, I am curious about the relation of the third
    WTK as well as the seasonal timing of this behavior.
