    Thanks for this, Phila. According to an article in today's Chronicle 
    (link below), the shootings were carried out by USDA personnel who have 
    permits from US Fish & Wildlife. They resorted to lethal methods after 
    the birds "did not scatter despite being subjected to loud noises and 
    other techniques," although it's not clear if, as you say, those 
    techniques were used consistently.
