[EBB Sightings] Ruddy Shellduck at Lake Merritt?

Today by the nature center, there's a bright auburn duck or small goose 
with a pale head, black eye and beak, and black wingtips and tail. The 
only real difference from the pic of the Ruddy Shellduck in Sibley is 
that the head looks whitish rather than yellow.

What else could it be?
