[EBB Sightings] Looney Tunes--Chavez Park, Berkeley

Hi, all.
  Well, I didn't really hear any tunes, but I did see
a loon--apparently a "first summer" one in the inlet
by Cesar Chavez Park in Berkley this evening. It was
calmly swimming and would flap its wings and sort of
"stand up" in the water every once in a while. Neither
I nor another rusty birder could quite figure exactly
what kind of loon, unfortunately. My first
inclination, when I got home and looked at Sibley, was
to say Pacific or Arctic, but what are the chances it
being either of those, especially the latter?
  My wife says she's seen the bird out there for the
last 2 or 3 days when she's been walking. Has anyone
else seen this bird--hopefully someone with much more
skill at identifying than me? I'd sure like to know
what I was seeing.
